Founding and History
Milpark College of Behavioral Sciences was founded by Nathan Sitali on December 25, 2023, in response to the critical need for specialized training for professionals working with individuals with autism, developmental disabilities, and behavioral challenges in Zambia. Mr. Sitali, a graduate of the University of Zambia with a specialization in Special Education, identified a significant gap in the availability of structured, evidence-based training programs to equip professionals and caregivers with the skills necessary to support children with special needs.
While universities in Zambia offer degree programs in Special Education, none currently offer formal training in Applied Behavior Analysis (ABA)—an evidence-based discipline internationally recognized as one of the most effective treatments for individuals with autism. This absence of ABA education in Zambia’s higher learning institutions deeply concerned Mr. Sitali and became a driving force behind the establishment of Milpark College.
On December 25, 2023, he launched an online ABA course—marking the first time the subject was formally taught on Zambian soil. The inaugural cohort included five learners: two parents of children with autism, two special education teachers, and one social worker. The success and growing interest in this pioneering course laid the foundation for Milpark College of Behavioral Sciences.
The College was formally established to meet the increasing demand for high-quality, evidence-based training. In Lusaka—where awareness and services for autism and related conditions are still developing—Milpark College has emerged as a vital institution for professional training in Applied Behavior Analysis and the broader behavioral sciences. Leadership and Governance
Governing Council
At Milpark College of Behavioral Sciences, institutional leadership and oversight are vested in the Governing Council, which serves as the College’s highest decision-making authority. The Council is led by a Chairperson, with the support of a Vice-Chairperson, and comprises members with distinguished backgrounds in higher education, behavioral sciences, law, and public service.
The Governing Council is responsible for:
Setting Strategic Direction: Defining the long-term vision, mission, and priorities of the College.
Policy and Governance Oversight: Approving academic, administrative, and operational policies to guide the institution’s development.
Regulatory and Ethical Compliance: Ensuring that the College operates within the framework of national laws, educational regulations, and institutional integrity.
Financial Stewardship: Providing oversight of financial planning, budgeting, and resource allocation to ensure sustainability and accountability.
Senior Leadership Appointments: Participating in the appointment, evaluation, and performance oversight of the Principal, Vice-Principal, and other key leadership roles.
Institutional Advancement: Supporting initiatives that enhance the College’s reputation, stakeholder engagement, and contributions to society.

Academic Board
The Academic Board is the principal academic authority at Milpark College, responsible for overseeing the quality and standards of teaching, learning, research, and the development and review of academic programs and curricula. It ensures that all educational offerings meet the highest standards of academic excellence and relevance.
